Is it safe to 301 a url?

If you move some content from your own website (as it was somewhat off-topic) to a second `hobby` website of yours - is it safe to 301 that url (if it has backlinks/bookmarks) or is it questionable to 301 to an `off-site` domain? and should then remove from index of first domain in wmt?

The problem happens when it`s more than just one or a couple pages, then it can be a problem (though is not always a problem, because different circumstances).
