Need Suggestions on SEO & PPC

Hello,

We are about to launch our new website: Related to rental space & co-working space.

So proceed further with our website promotion (via SEO & PPC), We need your suggestions for this website and how we should tackle it? We plan to have about 20 venues which will focus on retail (fashion shops) and f & b (restaurants and cafes).

Our objective will be to prove the concept and to do this we need to get small brands to book the spaces for a period. Do you suggest to focus the whole budget only in Rochester (Physical Location) or keep open to international? What will be the most cost efficient way to do the trial launch?
