May I ask if this long tail key phrase (inside the red box) is OK with Google? This is not one of my website but it is one of my friend.

Dave Elliott: Personally i'd question the amount of traffic 'affordable' is likely to generate and indeed if both cheapest and affordable are needed ;(they are synonyms) ;. But, i haven't done any research.
From a user perspective the phrase looks a little spammy as it contains both. That said i can't see google having a problem with it as a title depending on the relevance of the page content.
