In this case:

There is no need for a canonical tag because there is a language tag? I am confused

Canonical tags are useful on every page to help Google decide what the canonical version of a given page is.HREFLANG signals help to indicate which lang version URL of a given piece of content you want users to be directed to from search results. Generally, if you have multiple versions (even same language), each should self-canonicalise, and then you can also present HREFLANG tags to guide Google on which version to direct users to based on their location/language preferences.There are advanced uses of canonicalisation and HREFLANG for same LANG (despite some SEOs claiming otherwise - they probably never tested). But I would steer well clear of this if your confused about HREFLANMG and canonicalisation.
  • נתן גאידאי: Richard Hearne So I imagine only use Hreflang but canonizing it does not mean it will rank for that language / area.So if someone speaks Russian but lives in the US and he searches in Russian he will get the Russian version of a US based page or what? It`s so confusing
