How are people finding and using bloggers to build links?

Hello I wanted to know how to receive/work with bloggers about links. Is their a strategy such as a website that you pay that directs you to bloggers that fit your niche or an agency etc.....how are people finding and using bloggers to build links? My curiosity is based on noticing my competitors having many links from bloggers and I am not sure how they are finding them and working with them.
