I`m confused about backlinks

Hello, I need help regarding backlinks.I`m working for Norwegian(Norway) Website`s SEO. I`m confused about backlinks, should it be must same language or can I build backlinks on English?Competition is low. What type of backlinks will be beneficial for long time? Guest Post from English website?Guest Post from Norwegian language website?Build PBN network with .no expired domains and start writing blog in Norwegian language?Build PBN network with any domain extension and start writing blog in Norwegian language?What`s the other offpage SEO things will be best for that purpose? like social signals etc.Please explain what you think is best in this case.Thanks
