How many countries we can target?

1) In google search console for single website how many countries we can target? Only 1 or more than 1? 2) I am from India and I am looking for domain extension, So May I go with .in or .com? If I have .in extension I have good chances to rank well in google.co.in

Tim Capper: It would make sense to use .in if your site is intended for an Indian audience BUT Google will still display the site to users that they feel will be more relevant.I have a .com and in the UK - I set my country to UK in search console but my main visitors are US based because they are the main consumers of my content.
