Google is eating my crawl budget

I have a few landing pages that I use for PPC and they have the robots noindex tag on the webpage. However, I notice that google crawls those pages quite a bit and it seems like it`s eating my crawl budget as it`s not paying as much attention to other pages on my website. Why is google crawling these so much and do you think they take into consideration any signals such as traffic, dwell time and apply to an overall website quality score. Thanks so much in advance.
