Does goo.gl or bit.ly or any other shortening url affect SEO?

One more thing, does goo.gl or bit.ly or any other shortening url can affect seo? I mean, suppose there are five thousand penpalwoo backlinks from various websites.
But instead of direct link, if those website use short links, will those be considered as same vote for seo as it would when having  direct  link like wwwdotpenpalwoodotcom without any redirecting or short links?

Please explain.
