What else should be done to improve the rankings?

Hello!I`ve built a nice looking and fast website for a local business, created GMB the account and filled all the data, and put a lot of time and energy into compiling a lot of local business directories backlinks. Still, the website is at the bottom on the first page of SERP although most of the competitor websites didn`t invest half of the effort to be there.So, what else should be done to improve the rankings? Am I missing something?
