SEO friendly Page Building Strategy

SEO friendly Page Building Strategy?
A friend of mine has shared a strategy for building his blogs. He said that he daily adds a page to his blog, sometimes 2 or 3. But it is actually not a proper post but an idea with 150 or 200 words. But he creates url, title and description thoughtfully.

It is just an idea without proper research or rich content. Then he research on the topic and keep on adding content. He says he never became disappointed thus.

He opines that every link has a place in SERP and search bots index them time to time, maybe putting them on 1000th position initially. As contents are added and SEOed, it betters its position. So creating the links daily with basic SEO factors is his strategy.

What you ALL say? Is it good or ultimately harmful for the website.
