Dumb SEO Questions

Satellite locations and websites.

A driving school owner has a website for his local town (town A). He is thinking of moving several hundred miles away to Town B (this will become his main business if he moves) but still wants to keep his driving school going at Town A (he has staff working for him.) Should he:
1 Change the SEO of the website to Town B and just have one inner page for Town A
Or
2 Keep the existing website for Town A and have a new website (with new words) for Town B
Or
3 Change the SEO of the existing website to Town B and then create a new website for Town A?
 
Will options 2 or 3 violate any Google rules (2 websites for a similar business)?
Will option 1 be as effective for local SEO as options 2 and 3??
