I think Penguin is a dead duck. Consider that it was an ambitious plan to begin with while presuming to be able to sit in judgement is extreme hubris, likely to end in failure. We shouldn`t forget the colossal cock-up they made of the disavowal tool`s release either. It seems like the entire exercise was conducted in bad faith and nobody knew which way was up.

The rare nature of Penguin updates has been bothering me for some time, and the absence of an update for 10 months finally got to me. People who are hit by this algo are just devastated, and frankly, in my opinion some of them deserve it.
But all of them don`t. Too many people get impacted when they hired an SEO firm that did bad things for them, and the publisher themselves did not know better. So here is the tl;dr for you: Google - please get this on a regular data refresh cycle like Panda so people who have done the wrong thing can fix it and move on with their businesses from there.
