An interesting one for Manual Penalties in Search Console
This user had his GMB page suspended, one of the reasons was a manual penalty applied to connected site. The other is that the previous business is still squatting on his address, but that another issue.
The site is : moosemagoos (dot )com ( the www version has not been redirected )
The penalty is for Pure Spam, which in theory is for:

Looking at way back machine, the site used to be for a Bar of that name, but it has been parked for years.
Very basic 5 page website >> so where is the Pure Spam.
One thing that possible is the culprit is their online store wepartyyouparty (dot) com, where the Indoor Centre tab is not to a page but a redirect.
I have not looked at what the wepartyyouparty site is up to, but it may be this redirect is causing the issue.
I have asked the user to connect the Party site to search console and check for any manual penalties.
