LOCALISED content is immune to duplicate content penalty

  Nebojsa Djukic: A few days ago I saw a website that is stuffed with duplicate content. Each post is the same, except for post titles and title tags. The website ranks very well so I asked the owner how is that possible. Here is what he said:
  
  "As far as duplicate content etc. is concerned... yes a website that is NOT localised does need to be concerned with penalties for duplicate content. But LOCALISED content (in other words content that has a GEO modifier on it) does not have to worry. Otherwise sites like Yelp and Yellow pages etc would all be penalised. "
  
  What's your comment on this? What is the best way to "localize content" of a WP site?

  Neeraj Pandey: It is correct +Nebojsa Djukic​. Duplicate content search engine always leaves means it doesn't take any action against you for duplicate content but it filters out the best duplicate content page to show in search engine. Now in localised content suppose I sell pizza in various locations so when I sell pizza and pizza and there are the customers so how many variation I will have in the same content to present so search engine says that if you declare that these are the duplicate content page but each for different location they don't compete and search engine shows them as per priority
