Linkbuilding efforts around guest posting

If my linkbuilding efforts center around guest posting, should I also work on making there is a tier 2 (PBN, Niche Edit, etc) pointing to the guest posts?I`ve heard from some that a guest post with no links pointed at it will be devaluted much more than if a few links point to it.

Randy Ray: No, you don`t need to worry about this at all.
Ammon Johns: The biggest issue with guest-posting for link-building is usually that the sites which accept guest-posts with links don`t have much page-level PageRank or equivalent weighted link value.

That`s why all the charlatans trying to desperately sell their links always want you to look at the Domain Authority, or the overall power of an entire domain, rather than what share of that you`ll get on post #8, 394, 056 on that domain. Because your share of it at the page level is almost nothing, and what is worse, if the site has a history of linking out to sites of questionable value, where the only level of qualification for what makes a link worth having is that someone bought it with a post, the additional filtering can make that link worthless, or even toxic.
