Does anyone know what sandbox keywords are?

I`m trying to look up the definition of sandbox keywords. The only thing that comes up is about Google`s old tool. Does anyone know what sandbox keywords are? I though they were keyword blacklist but that doesn`t appear correct. Thanks.

There was a tool Google KeyWord Sandbox which was converted to Google Keyword External long back. And this is the message from Google: “In the coming months, the external Keyword Tool will no longer be available. To get keyword ideas, sign in to your AdWords account and try Keyword Planner.” ;

There is another thing "Sandbox Effect"/ "Google Sandbox". This is an alleged filter placed on new websites. The new sites does not rank for the targeted keywords/ keyphrases even with a great content and good links. This Sandbox Effect acts as a de facto probation for the new sites to discourage spam sites from ranking and rising. A site can stay in the Sandbox from one to six months, with three to four months being the normal time frame.
Ashish Ahuja: There is no definition of sandbox its created by SEOs. This effect is due to high rankings google used to give to new sites to check its actual worth before shoving it to its real place.
