Can`t see this in Google`s TOS

Can`t see this in Google`s TOS - is it okay for a link to be posted in a comment on an article/page/URL that has content entirely relevant to the linked content? When does it become not acceptable`? Overuse? Obviously not related content would I assume be spamming...
