My client has a  .ca domain.  Will my client`s .ca domain be treated equally on Google.com when it searched by the americans??

This means this a strong signal to show search engines and users where the site originates. All things being equal, .ca will likely rank better in a Canada user's SERP than .com. Hope this helps!
