Why Fetch and Render isn`t working?

Hi - I have posted this on Google Webmaster Forum - but if it is okay am also posting here... as pulling my hair out with it... (what`s left of it) Okay - the scenario is this - in Google Search Console/WMT Website with Fetch and render "Temporarily unreachable" - (all the time - ie it is permanent) on css, JS and images Disabled ALL plugins, Changed theme to wordpress 2015, created Wordpress Page with no content on it, Fetch and Render still shows "Temporarily unreachable" with css and js If I fetch and Render one of the listed ones (wordpress css) it shows as COMPLETE website also shows as being Not Mobile Friendly on Google Mobile Friendly tester Hosted on Siteground - their techie support can see nothing in htaccess or Robots.txt Website 2 (Different language version) On the same server as an add-on domain to first domain with the same theme used and most plugins the same as first, website Fetch and Render shows COMPLETE, Mobile Friendly YES Any suggestions as to what is wrong with first website and why Fetch and Render isn`t working?
