Reporting a violation of SEO keyword optimizatio

How do I report a company that Is violating the rules with seo optimization keywords? They are basically putting their competitors business name as keywords throughout their site and getting ranked as number one on the first page. I don`t think is fair business practice and could be copyright infringement ? Not sure but using other big company names In your site Is serious violation?
