Manual action for duplicate or thin content

Hello guys! I need your help, so please read this post and let me know your opinion.

Last year I started 3 new review websites. All of them are in the same niche, with the same design, similar "about us" and legal pages. I published 200-250 articles on each. Content is 100% original, written by members of my team. Articles are 700-1200 words long, there is a lot of photos... Overall, websites aren`t bad at all.

There were more and more visitors each week, so I thought Google likes my websites. One of websites was even included in Google News.

Suddenly I received a notification about a manual action for duplicate or thin content for all 3 websites.

I improved one of them, invested in a professional theme, new logo, I de-optimized all articles, fixed typos etc.. But reconsideration request is rejected.

Now I assume that it`s not about the content quality at all.

Is it possible that Google consider all my 3 sites as one big site? I have many reviews of the same product on each site. For example:

"Vegan Bacon X Review" is published on Site A, site B and site C. Technically, reviews on each site are unique, but if Google sees all my sites as one big site, then I have duplicate content issue indeed.

There are no affiliate links on my sites.

Question: Do you think Google want me to merge all my sites into one? If I stick with only one website and delete others, would that lift a manual action?
