Link building is long gone, what should I do?

What do you think I should have in my website different type pages? Like airlines pages, city routes pages city flights pages and airline+route pages?
Actually, what I am working on is I am not planning any city guide kind of content what I think is like on city template I should have the detail like how many flights run from this city what are the airport`s on this city and what airlines run from this city, airline contact etc but if I go with this search engine fetches city routes from my city page and in any city routes page, where I want to show my that particular city routes page my city page appearing. I think I should work on anchor text connecting to that specific route page. Link building is off now a days also can`t get unnatural links for so many route pages.
What do you think I should work on ? May be I am missing something so looking for u expert advice
