Is using the title="hover text" for hyperlinks good SEO practice?

Using the title="hover text" for hyperlinks is a good SEO practice, Does it matter to Googlebot?Can I use this instead of alt when the image itself is an hyperlink or it is supposed to be in addition to alt?
