Is this the sign of Google Penalty?

Hi Friends, From last 2 months my website ranking going down. When I search site:www.mysite.com in Google its showing only 7 results but still some traffic is coming on few pages which are not showing in these 7 results. We`ve 1700+ pages in our site and Webmaster tool showing 1700+ Discovered URLs. In Google Webmaster tool report Mobile Usability, Breadcrumbs, Logos all Valid values are Zero now. No manual actions, no security issues in Webmaster tool. In Webmaster tool Internal linking section only homepage is showing in Webmaster tool no other link, earlier other pages were also showing in internal linking section. But SEMrush showing that our 88% pages have 6-15 internal links. Is this the sign of Google Penalty? What steps are required to improve our ranking and Google should start crawling our pages again?

Brenda Michelin: How about under the Exclusions? I see that 1.7K have been indexed. Just forget about the site: search, it obviously is flawed.
Naveed Ashraf: Yes 1.7K indexed in GSC but when we search site:website.com it showing only 7. 2 month ago on site:website.com 1500+ results were showing and exclusion number were same as showing now.
Brenda Michelin: We can all only just guess unless we have a URL. Sorry.
