Dave Elliott: You need to consider how you make money.

For example as a publisher it`s from each time an advert plays. So I mainly use page views.

E-commerce sites people might go on 6 pages before buying and they might be back tomorrow or in 6months time. So sessions makes the most sense.

If you are selling a subscription service then users might be most useful.
David Kutcher: I tend to follow users, but then also track new vs returning and frequency.

Sessions reports can fluctuate widely for many of my clients, users seems more consistent/stable
