Being picky on link building

  Moeez Bin Hamid: Hello, I would like to know your opinion on link-building. Which websites should I be linking to? Should I check the DA of the website, PA of the page of the website, or TF and citation flow of the page? ;
  I have contacted many website, and have a good response for the guest posting. Many websites have 20+ DA but PA of new pages is 1. ;
  As Moz say, PA is basically the authority of the page to rank. Higher the PA, higher the chances of that page to rank better. So I wouldn't mind a link on that page even if it is not ranked, but pass good link juice back to my website. What factors should I take into account while guest posting on other websites?
