SERP with very long descriptio

I just saw a SERP where one of the organic results (on iPhone 6s chrome) had a very long description. It was 9 lines when all the others had 3-4. Anybody else see this? How would you get this?

Tim Capper: These are also in desktop and have been around for a while. They appear quite random at the moment and not entirely sure why Google adds them to a result, but Google did say it was a just testing ( back in May ) I think it is for search queries that dont have enough info or structure to provide a featured snippet, so they extend the sites description.
