Google local footprint

Hey guys,

I heard the other day that google looks intensive on a "local footprint" when building and developing pages and profiles. Is that true? A SEO Agency recommend that you should work with proxies. Is that true?
I`m a Digital Normad and fund my travel with SEO work.
Up to now I hadn`t really problems with a offshore IP, but google change all the time and I would like to be up to date.
