Other words are missing?

I sometime noticed this already but why Google choose to show the results at top for first two words of Search Query which is a name (shilpa nagpal) and then telling that other words are missing?
Is it for user convenience?

  • Federico Sasso: BigG is like one of those polite people who, when asked, would never say "I don't know" but rather give any answer.
    In this case, for lack of results having no entries satisfying all query words, it gives the best matches and - to play fair - makes it clear they only match the query partially.
