Manual action for thin content

Hello guys! Just a quick question - could a manual action for thin content be triggered by alt tag keyword stuffing? If I have 15-20 images per page, each with the main keyword plus 4-5 descriptive keywords? I assume that`s not the best practice, but is that enough for a manual action? Thanks!

Tim Capper: I don't think it was the contributing factor, but what you described is not good practice especially as alt tags are meant to be read by screen readers for the partially sighted.

Thin content penalty is mainly to do with content that adds little or no value to the user, doorway pages etc
Andrei Gherghel: +Tim Capper made a good point. Thin content penalties are mostly applied to websites that scrape/copy the content from other websites. Can i have the url of your website to take a look ?
