Will having a small percentage of pages submitted added to the index negatively affect my site?

If a site has a large amount of pages submitted to Google yet only a 1/5 of those come back as indexed will this have any negative effect with Google`s algorithm? Could Google see this as a site that potential might have low user experience with so many pages not able to be indexed and thus create a soft penalty to not show that site in their search results?
