Paul Thompson: There is only one GSC Property for each Fullly Qualified Domain Name (i.e. each version of a web site). If you verify a Property that has already been verified/owned by another GSC account, you will simply be added to the list of existing owners of that Property.
You`ll see the other verified users in the Owners/Users list, and they will see you. (If the Property already exists and is owned in another account, that account will get a noticatin when you verify yourself)

If no GSC implementation exists, then Google will helpfully offer a link on that page, with the admonishment, “if this is your website, set up Google Search Console...â€. While auditing websites with Screaming Frog, the Overview Report will indicate presence/absence of in-code verification.
