Should I Disavow Links and/or send a Reconsideration Request

my site traffic goes down after Penguin 2.1 . i did not get any manual spam actions in my GWT Tool . should i Disavow Links ? and send a Reconsideration Request ??

Brent Wildman: Penguin is an algorithmic "penalty", which means you wouldn't receive a message in Webmaster Tools. You should try contacting the people who maintain these sites first and see if you cant get the link removed that way. If that doesn't work then use the disavow tool to clean up your back link profile. After it's up to Google to remove the links and then recrawl your site & profile to see if the spammy links have been removed.

PK Group: From our experience the disavow tool is the best way to go for this. Removing toxic links can be a long and drawn out process. Number 16-21 were most helpful!
