Is it okay for one domain to have multiple listings in multiple cities?

GMB Related: Is it ok for one domain to have multiple listings in multiple cities & in multiple states for the same niche? and for the URL use www.domain.com/ city+keyword on each listing? Could this lead to any sort of penalty in the long run?

Alan Bleiweiss: Specific to GMB, a business can have multiple listings in multiple locations ONLY if that business has physical offices in each location. Anything else would be a violation of Google`s policies. https://support.google.com/business/answer/3038177?hl=en
David Kutcher: Yes, but please note: they need to be legitimate satellite locations! No virtual offices, no using employee home addresses, etc. THAT will get you flagged.
