I want to rank locally as well as I would like to rank nationally

I have a dilemma, you people could maybe help me withSo, I`m setting up this new website and I want to rank locally as well as I would like to rank nationally. The reason for ranking nationally is because the purpose of the website is spreading the business nationally and generating new leads from across the country but there`s also a good reason for also going locally because there is literally no competition for local (city wide) searches. So, my question would be - is it wise or a good idea to set two pages? One that would try to rank for larger search queries which has significantly more searches per month and much more competition and another one which is trying to rank for local queries?Even more simple - is it a good idea to have two pages on the same site - one `Estetic Surgery` and another one `Estetic Surgery Portland`?
