Brent Wildman: Need a little clarification here. By legal site do you mean a site for lawyers, information or Q&A? And by generic keyword do you mean words like "lawyer" & "legal advice"? ;
If so then you have your work cut out for you. These are extremely competitive terms in a ver saturated market with hundreds of heavy hitters. ;

Jay Dutton: From my experience it's hard to compete with the large ;law directories like ;www.avvo.com , ;findlaw.com etc. ;
I've the best luck by focusing heavily on local seo and generating content on topic/problems that thier clients come to them about. ;
You're going to have to go super local in order to have any chance in succeeding and generating traffic.

(Get some conversation going on social with links pointing back to those category pages to help speed up the indexing.)
