How long an alt tag for an image should be?

Can I get your opinions on how long an alt tag for an image should be? I usually make mine three to four words but I`ve seen some that are entire sentences. Also, the title attribute for links or pictures, is it worth using? If so, can it exact match the alt text for an image?

Jim Munro: It should be long enough to provide an adequate description for a non-sighted user.

FWIW I used matching title and alt extensively for almost twenty years (still do) and have not found it a burden. ;
