Can I target specific countries with a cctld?

Dear Panel, This time my question is on seo and it goes like this. My boss holds a website in india with co.in extension and want to target specific countries such as finland, sweden, germany etc...My doubt is since the extension is co.in will it be possible to do effective seo and how to go ahead with targeting specific countries. If you can provide some guidance material will be of great help . Thanks in advance?

Ajith Prasad Edassery: As per my understanding, .in ccTLD is not in the recognized list of generic TLDs (like .me, .tv etc) to help with generic ranking in other geographies. Of course, if you have a very unique search term, you will still rank.

Michael Templeman: Three factors of ranking in other countries: TLD , location of hosting, links from that country's index. Get all three from the country you want to rank in, and you'll do just fine.
